Grants, funding programs and industry assistance are available from the federal and
state and territory governments. This page provides information on what grants and

Agriculture Advancing Australia (AAA)

AAA is a package of programs designed to help primary producers in agriculture,
fishing, forestry and processed food industries become more competitive, sustainable
and profitable.

Australia China Agricultural Cooperation Agreement (ACACA)
ACACA provides funding for agricultural oriented exchange projects between
Australia and China. ACACA enables project teams to visit locations within China
and make contacts that would otherwise not be possible.

Automotive Competitiveness and Investment Scheme (ACIS)
ACIS is open to motor vehicle producers, automotive component producers,
automotive machine tool or automotive tooling producers and automotive service
providers. Registered participants receive a quarterly issue of import duty credits
which may be used to offset customs duty payable on eligible automotive imports.

Australian Tourism Development Program
The ATDP provides funding to businesses for the development of tourism attractions,
facilities, special interest markets, cultural and heritage attractions that will develop
regional tourism.

Business Development Program (BDP)
BDP promotes indigenous economic development by enabling indigenous people
and communities to acquire or develop commercially successful enterprises.
Business finance is available as loans, grants, guarantees or a combination of these.

Certain Inputs to Manufacture (CIM)
The CIM program provides import duty concessions on certain imported raw
materials and goods to improve the competitiveness of Australian industry both in
terms of import replacement and export enhancement. AusIndustry provides industry

Fisheries Action Program
Fisheries Action Program provides funding to help Australia's commercial and
recreational fisheries rebuild to more productive and sustainable levels. The Program
will fund projects on a matching dollar for dollar basis.

Enhanced Printing Industry Competitiveness Scheme(EPICS)
EPICS grants are designed to assist firms involved in book production by
encouraging the use of innovative technologies, improved business practices,
training and skills development.

Enhanced Project By-Laws Scheme (EPBS)
This scheme provides tariff duty concessions on eligible capital goods of significant
sized projects in the mining, resource processing, food processing, food packaging,
manufacturing, agriculture and gas supply industry sectors.

Fuel Sales Grant Scheme (FCGS)
FSGS, administered by the Australian Taxation Office, allows different grant amounts
to be made depending on the different regions where the fuel is sold. Amounts are
paid for each litre of petrol or diesel sold by a registered retailer to final consumers.

Indigenous Tourism Business Ready Program
The ITBRP, which commences on 1 July 2004, will assist individuals or early-stage
growth firms to increase their potential for commercialising indigenous tourism
product or services.

Indigenous Small Business Fund (ISBF)
The Indigenous Small Business Fund (ISBF) provides funding for the development
and expansion of indigenous businesses and enterprises.

Information Technology Online (ITOL) Program
ITOL is a grants program administered by Department of
Communications, Information Technology and the Arts designed to accelerate the
national adoption of business-to-business (B2B) e-commerce solutions, especially by
small to medium enterprises (SMEs), across a broad range of industry sectors and
geographic regions.

New Apprenticeships Scheme
New Apprenticeships offers financial assistance for eligible employers to help reduce
the real cost of training. Incentives and subsidies from $1,375 are available. For
information on how to access these incentives and subsidies and the full range of
incentives employers may be eligible for, contact a New Apprenticeships Centre in
your region.

New Enterprise Incentive Scheme (NEIS)
NEIS assists eligible unemployed people to establish commercially viable new
businesses through a comprehensive package of assistance. Assistance includes
training in small business management, business skills and business plan
development; NEIS Allowance for up to 52 weeks following training, equivalent to the
basic adult rate of New start Allowance; and business advice and mentor support
during the first year of business operation.

New Industries Development Program ( NIDP)
NIDP provides competitive-based funding assistance for 'pilot commercialisation' of
new innovative agribusiness products, technologies and services. The maximum
NIDP contribution is $100,000.

Petroleum Products Freight Subsidy Scheme (PPFSS)
PPFSS is operated to subsidise the freight cost of delivering eligible petroleum
products to remote Australian areas. AusIndustry provides industry assistance to

Shipbuilding Initiative Scheme (SIS)
SIS provides financial assistance for registered shipbuilders who undertake eligible
R&D activities related to the construction or modification of a bountiable vessel.

Shipbuilding Bounty
The Shipbuilding Bounty provides financial assistance to registered shipbuilders for
eligible costs incurred in the construction or modification of a bountiable vessel.

Small Business Answers Program
Small Business Answers is a competitive grants program providing financial grants to
organisations to deliver advisory services to small business owners, particularly in
regional areas. Locate your nearest Small Business Answers Officer (SBAO) from
the list of service providers, available from the AusIndustry website.

Small Business Enterprise Culture Program (SBECP)
The Small Business Enterprise Culture Program aims to develop and enhance the
business skills of small business owner-managers and demonstrate the contribution
that such skills can make to business viability and growth. AusIndustry provides
industry assistance to business.

Small Business Incubator Program (SBIP)
The Small Business Incubator Program provides funding to not-for-profit
organisations to help meet the infrastructure and set-up costs of new small business
incubators. AusIndustry provides industry assistance to business.

Small Business Interest Rate Relief
The Interest Rate Relief is a taxable payment to eligible small businesses in
Exceptional Circumstances (EC) declared areas. Businesses are entitled to
assistance of up $10,000 over two years on new and existing borrowings on the first

Textiles, Clothing and Footwear Cooperate Wear register
The Corporate wear Register allows employers to register non-compulsory
occupational clothing, thereby avoiding liability for FBT and allowing employees to
claim the cost of such clothing as a tax deduction

TCF Expanded overseas assembly provisions scheme (EOAP)
The TCF EOAP provides duty concessions to firms who assemble garments and
footwear overseas from predominantly Australian fabric and/or leather and then
import them back into Australia for local consumption.

Textile, Clothing and Footwear Strategic Investment Program (TCF SIP)
SIP is an entitlement program which provides incentives in the form of
reimbursement grants to promote investment, innovation and value adding in
Australia's textiles, clothing, footwear and leather industries. AusIndustry provides

Wage Assistance
Wage Assistance provides subsidies to Australian employers who give ongoing jobs
to eligible Indigenous job seekers. Please note that jobs must meet certain criteria.

Exporting

Export Markets Development Grants Scheme

EMDG, administered by Austrade, provides assistance to small and medium
Australian businesses to develop export markets by reimbursing part of their export
promotional expenses. Applicants may qualify for up to 50% reimbursement of
eligible export marketing expenses above $15,000 pa to a maximum of seven
grants. Up to $150,000 pa may be reimbursed.

Food into Asia
Food into Asia is a CSIRO-government initiative which aims to increase the level of
Australian food exports into Asia by providing an $8.4 million subsidy for research
conducted with CSIRO. CSIRO will match every dollar your company spends on
research with CSIRO to improve your exports into Asia.

Tradex Scheme
Tradex provides relief to individuals or organisations via an up-front exemption from
Customs duty and GST on imported goods intended for re-export or to be used as
inputs to exports. AusIndustry provides industry assistance to business.

Research and Development and Innovation

Building on It Strengths

BITS is a $158M initiative with three core elements: Incubator Centres to assist IT&T
small to medium enterprises ($78M); Advanced networks and Test-beds ($40M); and
Developing Tasmania as an 'Intelligent Island '($40M).

Commercialising Emergency Technologies (COMET)
COMET is a federal government program focusing on innovation and its
commercialisation. AusIndustry provides industry assistance to business.

Food Innovation Grants
The National Food Industry Strategy's Food Innovation Grants Program provides
funding of $34.7 million over five years to significantly improve levels of innovation by the food industry in Australia. Information, guidelines and forms are available from

Forest and Wood Products Research and Development Corporation Projects
The FWPRDC invests in a range of research and development projects for the
benefit of the Australian forest and forest products industry.

Grape and Wine Research and Development Corporation Projects
Provides funding for 6 research projects on innovation and technology adoption, wine
grape production, wine grape and wine quality and specification, wine production,
industry information and R&D management.

Horticulture Australia?s R&D Program
This program provides funding, on a dollar for dollar basis, for projects which focus
on experimentation, analysis and the application of knowledge in the fields of science
and technology, marketing and economics.
 
Innovation Access Program (IAccP) ? Industry
The Innovation Access Program (IAccP) - Industry is a competitive program designed
to foster innovation by increasing the take up of leading edge technologies and best
practice processes by Australian firms. Applications are accepted for industry led
proposals from private sector companies and industry organisations, or consortia
which can include additional organisations such as Cooperative Research Centres,
training institutions and federal scientific organisations.

Innovation Investment Fund (IIF)
The Innovation Investment Fund is a venture capital program that invests in nine
private sector venture capital funds to assist small companies in the early stages of
development to commercialise the outcomes of Australia's strong research and
development capability.

Land and Water Australia
Land and Water Australia's primary aim is to identify and fund R&D that will help
maintain the natural resource base vital to Australia. It provides funding for research
projects, postgraduate scholarships and conference support.

Pharmaceuticals Partnerships Program
The Pharmaceuticals Partnerships Program (P3) is a competitive grants program
through which successful applicants will receive 30 cents for each additional dollar
they spend on eligible pharmaceutical R&D in Australia.

Pooled Development Funds Program (PDF)
PDF is designed to increase the supply of equity capital for growing Australian small
and medium-sized enterprises (SMEs). PDFs are private sector investment
companies established under the PDF Act which raise capital from investors and use
it to invest in Australian companies. AusIndustry provides industry assistance to

R&D Start
R & D Start is a competitive, merit based grants and loans program that supports
businesses to undertake research and development and its commercialisation.

R&D Tax Concession
R & D Tax Concession is a broad-based, market driven tax concession which allows
companies to deduct up to 125% of qualifying expenditure incurred on R & D
activities when lodging their corporate tax return. A 175% Premium (Incremental) Tax
Concession and R & D Tax Offset is also available in certain circumstances.

Renewable Energy Equity Fund (REEF)
REEF is a specialist renewable energy fund based on the existing Innovation
Investment Fund (IIF) model. It provides venture capital (equity) to assist small
companies to commercialise R&D in renewable energy technologies. AusIndustry

Research and Development Programs for Rural and Regional Australia
The programmes' objectives are to improve the availability and application of
research and data on rural social and economic issues, to foster community
development activities and to enhance community understanding to development
techniques and processes.

Rural Industries Research and Development Corporation Research Programs (RIRDC)
RIRDC works closely with Australian rural industries to fund programs relating to
prospective new industries, emerging new industries, established industries and
future agricultural systems.

Trainee Wage Pay-roll Tax Rebate Scheme
Employers can claim a rebate of 80% of the pay-roll tax paid in respect of wages paid
to eligible trainees and apprentices engaged in an approved Contract of Training.
Group Training Companies supplying small businesses with trainees and apprentices
are eligible for a pay-roll tax rebate of 98%.
